Background 

Jernbaneverket’s principal task is to provide train companies with track capacity to run the desired number of trains on the most appropriate possible schedule. They plan, construct and maintain the rail network, including stations and freight terminals. They are also responsible for day-to-day traffic management. With almost 57 million passenger journeys annually, and the carriage of substantial quantities of freight over long distances, rail offers an efficient environmentally friendly transport solution.

Requirement

”After we had conducted preparedness and emergency practices, Jerbaneverket saw the need for a common alert notification system for the Traffic Control Centers,” says Hans Erik Wiig, Acting Director for the Traffic Department at the National Rail Administration Jernbaneverket. ”We needed a solution where we could log and track all anomalies to close the communication gap between the Traffic Control Centers and the crisis management team and corporate communications when serious accidents occur. Based on this, we decided to make”Incident Log” a common notification solution handling all communication and registration of anomalies at Jernbaneverket’s operations .”

Value

During the first week of the implementation of Intrapoint's Crisis Manager, Jernbaneverket logged 165 incidents. One of these received extensive media coverage – the Airport Express Train fire at the National Theater Station in Oslo, Norway. The Incident Log was used to register the incident, document observations and disperse alerts. Registrations were done both in Oslo and in the city of Drammen. Communication with the media was also carried out via the Incident Log. The Incident Log is crucial for reducing and limiting injuries to travelers and third party, personnel, employees as well as reducing and minimizing damage to the environment, cleaning of the tracks after accidents, ensuring access to emergency management personnel and the maintenance of Jernbaneverket’s reputation.

Solution

Intrapoint's Crisis Manager was selected and implemented by Jernbaneverket. Today, the Incident Log has an interface with TIOS (Traffic Information and Tracking System), the system showing the location of the trains as well as any delays. The Information Officials at the Traffic Control Centers use the information from the Incident Log to alert travelers when e.g. there is an erroneous signal or run-over by an animal. The Crisis Management Plans are available via a link in the Incident Log where all users easily can check relevant procedures as need arise. The Incident Log will also be integrated with Synergi – the database for reporting, handling and follow-up of Customer complaints, Audits, Quality and Unwanted incidents. The possibility to collect information from the Incident Log will greatly increase the efficiency of the registration work in Synergi and enable the Jernbaneverket to spend more time handling and evaluating routines for improvements. 

The Incident Log is the emergency management solution for Jernbaneverket’s Crisis Management Team, at both the regional and national level. The main purpose of the solution is to provide the Crisis Management Team with information about the development of the incident/crisis in real time to secure right decisions and launch of right actions in a timely manner. Since the Traffic Control Centers register the incident and log observations as fast as possible, the Crisis Management Team has factual information when they convene. This leads to quick decisions and an improved handling in case of emergencies. The Incident Log documents how the Jernbaneverket handles a rail accident through all phases from notification, mobilization, to rescue operations, evacuations and normalization. Afterwards, all events are documented.
